700r4 in a pre ecm vehichle
Could a 700r4 be run in a pre ECM (non computer controlled) vehichle, and would it still shift properly and go into overdrive?

You would still need a TV Cable and some way to lock up the converter (I'm using a TCI Vacuum lockup kit).

Option 1: Run a non-lockup converter and converter the trans accordingly (very easy).
Option 2: TCI vaccum lockup kit
Option 3: Electronic lockup system, check the tech section on TGO, it will show you how to build one for very little money
Option 4: Hydraulic lockup kit
