T/C Lockup - Why Lock or Not Lock?

T/C Lockup - Why Lock or Not Lock?
I am in process of disabling my ECM, and installing the T/C lockup kit. My kit has the option to connect in-dash switches to either:
A) Lock the T/C in 2nd or 3rd instead of only in 4th
B) Never lock the T/C
They explain that I might want the T/C locked in 3rd while towing (how much of that do we do?)
Before I start wiring - What's a more "practical for a street car" explaination as to why I would either want to lock the T/C in a lower gear, and also why I would not want it to lock at all?

You can lock it in 3rd if you'll be cruising in that gear for an extended period of time. You can prevent it from locking in 4th if you'll be pulling up a long hill or something at a throttle opening where the tcc might be cycling on and off.
