Shifter bushing?
Ok well I took my T-5 shifter plate off and replaced the shift boot, but when I looked in my lap there was a rubber bushing. I never took the actual shifter apart. Is there some bushing that goes in the boot to keep it up on the shifter?

Yes. A rubber piece slips over the shifter handle and rides on a small lip that keeps the rubber, and as a consequence, the boot in place.
