car moves too slow

I just recently installed a rearend from a SLP 2002 camaro into my 86. I also installed a brand new 700-r4 from summit. I built the engine around the edelbrock rpm 350 except mine is a 383. When I had the rotating assembly balance I used my old flez plate. It turns out the flex plate is a little warped. Everything looked like it lined up right when I put it all together but the car lacks the power it should have. Could the warped flex plate be the subject of my problem? I 've tried everything else such as checking for vacuum leaks, spark plugs, and carburetor tuning. If the flex plate is toast can I have a new flex plate balanced to fit the engine without tearing the whole thing apart?

What would indicate the flex plate is warped?

When I turn the flex plate one side is closer to the starter cog than the other and the plate is mounted fluch agains't the crank.

Vibration yes, loss of power, no.

I don't remember any vibration when I ran it the other day. I'll run it again to double check though.
