Adjust the tv cable per the service manual.

either TV or stick valve body. I've seen both. Usually TV after motor swap, valve body after tranny has sat a while.

Actually sounds more like the 3-4 clutch pack is burnt up, as usual with 700's. It "free-revs" to a high RPM between the shift, right? i.e. it's not still in 2nd gear and pulling hard, it feels like it's in neutral for that time while the RPMs go high during the shift. Some sea-foam can make it a little better for a few shifts, but a rebuild is in order. If you can avoid doing over-revving it, and take it easy on the transmission, and not race it, the tranny can still be drivable for quite a long time (don't ask how I know, hehe).
