Speedometer problems

Well i bought my 1991 camaro a while back knowing it had a broken speedometer. Me and my dad went looking for the problem today so we started by looking at the vehicle speed sensor. We pulled it out and literally hooked it up to a drill and a digital volt meter to see if it was creating volts when we spun it. It ended up generating about 300 milivolts while the drill but it varried quite a bit. We figured this meant that the problem wasnt with the vss but with something else. We kinda ran outta time for the day after checking that but for tomorrow were going to check the wires going into the firewall to see if thats the problem. Anyone have any ideas what the problem might be if the vss is actually working? Oh and when the car is traveling down a very steep hill sometimes the speedometer will kick in for about 2 seconds then itll die again. Any suggestiosn would be really helpful, thanks in advance. (and yes i have already done a search but didnt come up with much new info)

Speedo problem II

Ok, Im having multiple issues with this car. One of which the speedometer seems to function in tandem with the tach. this is if Im sitting there just reving the engine. After 2 hours of trying to get the tranny cable in (and still not right) I did take the car out for a quick run around the block. Unfortunatly it was dark and the instrument panel lights do not work. So unable to see if the speedometer was anygood.
