Trans problems-maybe converter too?

Engine: 5.3 Gen III SBC
Transmission: 4L80E NTC 258mm Stall
Axle/Gears: Trick Chassis 9" 3.50 S-Strac
Trans problems-maybe converter too?
I first noticed a problem a last year when at WOT manually shifting from 2-3 sometimes it wouldnt shift. I would have to let off and punch it again to get it to kick in. maybe their is junk in the filter?
here is the new problem
Well this year I just put a new motor in, (same converter and trans). now when I downshift. lets say Im going 15 mph and downshift to 1st gear, the engine doesnt engine brake, it just drops to idle.
IT does this in every gear, absolutely no engine braking
I HAVE sprayed nitrous. a 150 wet kit with the last motor. but didnt drive it enough after to notice anything.
Maybe I ballooned the stock converter?
