Car: Yes
Engine: Usually
Transmission: Sometimes
Axle/Gears: Behind me somewhere
I'm going to assume that this is a 350, 400, or PG....

No it will not shift until VERY high engine RPMs. The vacuum modulator is how the transmission "measures" engine load.

High vacuum = low load = driver is not demanding much at the moment = shift early.

Low vacuum (atmospheric) = high load = driver has foot on the floor = hold car in low gear as long as possible = "never shift".

Hook up the vacuum modulator. It has NO CHANCE WHATSOEVER of working right without it.
