700r4 slow to shift

[FONT='Calibri','sans-serif']I just rebuilt my transmission for my 92 3.1 L, and have the following problem. At about 1/4 throttle the 1-2 shift comes just before 3000 rpm. Under hard acceleration it will stay in 1st until I let completely off the gas. The only time it will make any of the other shifts is when I let off the gas completely. It doesn’t slip out of any of the gears and it downshifts normally. Adjusting the T.V. cable made no difference. Any insight on which component would cause this or where I may have messed up in my rebuild would be greatly appreciated.[/FONT]
