Trans shifts to soon

Well guys I have spent the better part of a month getting the bugs out of my new motor. Now that I am 85% there I see some trouble with the new trans.
My car is an 89 GTA with a 383 in it. The 700r4 is new with a mild stall speed (1800) and a shift kit. I have put about 150 miles on the car running the engine and changing oil ect. Just breaking things in a bit. Tonight I decided to let it rev up a few times. However the highest rpms on any shift are 4000.I also noticed the car will not kick down hardly at all. This car still pulls pretty hard even at 3000 rpm but something is not right hear. I feel at 55 mph it should kick down and rev up to at least 5200 rpms and shift. I have never tried to adjust anything yet. the guy that built the tranny told me it should be set up for 5500 to 6500 shifts. If I shift it with the shifter at 5000 rpms it will break the tires no problem. Now where do I start to adjust this?? I am no trans man but a pretty good overall wrench turner. So rather that just start moving things I thought I would ask those who know. This cars been a 5 year project and everthing has been apart at one time or another. Any help is wanted or send me to a help screen or something. The guys on the engine boards have been great help, now it's the trans guys turn

make sure the tv cable is set correctly. did you lower the rear gear ratio?

Sounds like a TV cable issue , Push tab in for cable and slide the cable into itself all the way then push throttle down in car as hard as you can to ajust it

I am still running stock 3:27 gears. Where is the adjustment located? I don't seem to see an adjustment.Is it under the car

The TV cable ajustment is not under the car its at the throttle body or carb on top of the engine , Its the cable going from the carb to the trans.

There are 3 cables. Two coming over top of the SuperRam, and one coming from underneath it. The one underneath is the TV cable.

Most people have a "D" shaped button. Mine is a square button, but the procedure is the same. Press and hold the button while pushing the cable towards the windshield. Let go of the button and then turn the throttle to WOT. You should hear the TV cable click a few times. With the throttle at WOT, the TV cable should be tight.

Before mine was adjusted, I was getting 4300 RPM shifts and no kickdown to 1st gear at 20 mph. Afterwards, it goes to 5000 RPM and kicks down to 1st when you expect it to. The gas pedal feel is better as well. There is no loose spot or slack when you feather it.

If it still doesn't feel right, take it to a transmission shop. They can do it in 30 seconds and probably won't even charge you. Regardless, you want that TV cable to be "perfect." It's controlling pressure, kickdowns, upshifts, it's important to be set.
