Meaning, if it EVER shifts, the trans is fine. It's just doing what it's being told.
Sounds like the ECM is confused. Probably the MAP sensor vacuum line is disconnected, so the ECM thinks the driver has the car 100% floored 100% of the time, and is commanding the transmission accordingly.
