Aftermarket lockup kits

I have an 89 RS with a 350 TBI. I am looking to upgrade to a Carb. When i go through with this whole transformation i am obviously going to need an aftermarked kit to make the torque converter lockup. I have a few questions on that matter. First, to my knowlege (i know very little about auto transmissions) the torque converter only locks up in 4th gear above speeds of like 40mph (i think) so when you put in these aftermarket lockup kits, (of course wired correctly and installed correctly) how does it know when to lock up the converter at the approproate speed and gear? Which brings me to my next question, and like i said i dont know much about auto trans, i may have herd from sombody that the torque converter locks up in 3rd gear also? is that true?
