tcc problem, i've tried the search already

Alright, I've searched high and low on the forums, to no avail. The car is a 1991 RS with the 5.0L TBI. I just installed a new 700r4 transmission, and the thing shifts fine. The fluid level is about a 16th of an inch over the hash (Will that make a big difference?). The transmission cooler lines go through a brand new radiator, temp at gauge stays at 220* (never higher or lower, is that also normal?). The t.v. cable is also adjusted properly. So, here is the problem. The TCC is not engaging, I'm sure. The car shifts fine through all gears, and cruises at about 22-2300 rpm at 55. If I tap the brake pedal, the rpms do not change. When I tap the brake pedal, it will turn off cruise, as it should. I haven't been able to find much help on the forums, or I don't know exactly what to search for. I've spent a few hours hopping around, Anyone have any ideas on this? I would love a walkthrough of what to check, before giving up and taking it to a shop. Thanks in advance

Did a couple tests I could find through search, and came up with this-

With the brake pedal up, I get 12V on the purple wire, and 12V down on the plug into transmission. There is another wire at the transmission that has 12V to it (4th gear switch?). When I press the brake pedal, I lose the 12V on the purple wire.

When I try the A - F jump on the ALDL, I blow my gauges fuse. I've read that a few others had this issue, but I was not able to find a cause through search.

Is it reasonable to assume the TCC solenoid is bad? 4th gear switch? Perhaps the temperature switch? How would I go about checking/testing the 3?

I would definately love some input from anyone more knowledgable, the car is somewhat my daily driver, and I'd hate to lose the new transmission in the near future.
