3/2 down shift

My 92 700r4 has a lazy down shift from 3rd to 2nd. Could this be a throttle cable adjustment problem? It snatches pretty hard on the 1/2 up shift.

Are you pulling the stick back manually? I don't think I've ever felt any kind of downshift when the trans controls itself...
