Torque converter lockup question

Does the '90 IROC 350 with the 700R-4 have a torque converter lockup clutch? If mine does, it doesn't act like it is working because if I hit the brakes while cruising at about 70 on the interstate the engine RPM's don't momentarily jump like they do on most cars with converter lockup I've driven. Oh yeah, my tranny fluid was also brown when I got the car, if that has anything to do with it. Thanks guys.

It had lockup at one time. Sounds like it has died an untimely death, however (mine doesn't work, either, but the fluid was nice & red when I got it, nothing in the pan when I drained it).

Thanks 5.7! Dammit, that's what I was thinking. Hopefully it's only something electrical. What would make that tranny fluid brown when I got it? It's been red since I dropped the pan and kept siphoning and replacing fluid about five times, but it was brown and stunk when I got it. Probably the jacka-- that owned it before me runnin' the hell out of it and not changing the fluids!
