Is this a shifter or transmission problem?

I have an 84 t/a with a 700r4 and the shifter wont go out of park.

Previously it wouldnt shift unless you lifted the **** itself, pressed the button and then pressed down on the shifter. The retaining clip had been removed by a previous owner. I replaced the clip and attempted to shift it normally but it simply wouldnt go. I lifted the shift **** off and found a plastic piece which goes down the shifter tube that is engaged by pressing the button. This piece is bent and seems to pop out of the way when you press the button. Regardless, now the car will not shift out of park even if you do the trick mentioned above. It simply will not leave park.

Do I need to replace the plastic piece or is the problem elsewhere? Is there a metal replacement made?

Sounds like a problems with the shifter. Take the top off the console and have a look. You should be able to disconnect the cable from the shifter and then see if you can move the shifter out of park. If the shifter is bad try to fix it or just a replacement from the junk yard. There should be plenty of them around.

35 bucks for a new shifter cable or 300-400 bucks for a transmission rebuild, I'd go with the shifter cable first.
