Setting TV Cable

What is the ideal tension setting for the Trottle Valve cable in a 700R4 with an L98 TPI?? With the shifter in "D" the car shifts at 4900 RPM's during WOT. Is this what the car should shift at?

The ideal tension setting is how the cable adjusts itself. You might be able to get a click or two backwards (to increase the line pressure), but if you go too far back, the cable readjusts itself as soon as you push the gas pedal to the floorboard.

Engine: 1998 L31 350
Transmission: 700 R4
I'm at the other end of the spectrum. My iroc shifts at 5750 - 6000 rpm. The car originally had a L98 but it was changed to a old 305. I don't know why, but my shifts really high, and I just adjusted the TV cable.
