Should from the factory unless you have changed the rear gearing.
But anyways, you can get a Governor kit from B&M, TCI or Superior. The springs and weights on the governor directly effect the shift points. There is a combination of colored springs and numbered weights to use. Its not really hard, just requires a day of test and tune. The governor can be removed with the tranny in the car. The instructions give you a listing of the driection to go in and it will probably take a few tries. But it worked out nicely for me.

Problem is most Lo-Rev boost valves dont hold enough line pressure to keep it in 1st. Most stock autos will shift up anyways if you have the shifter in Low 1.

An '89 700R4 shouldn't shift at 4k. My old '89 Firebird A4/LB9 car shifted right at 5k every time. Adjust the TV cable...that's why it shifts too early. Don't ask me how to do that...I've never had to. But that sounds like the problem

Re: how to make 700 shift past 4k at wot
I used a Pro-Built custom Trans-Go reprogramming/shift-kit setup and am very happy with the results. At the same time I added the b-body fix kit valve to be able to hold 4th at WOT.

So true, this is a built-in GM anti-abuse item. Best bet to cure this is a Trans-Go reprogramming kit. They hi-jack the 4-3 setup valve and turn it into a 1-2 manual shift valve. It works.

Re: how to make 700 shift past 4k at wot
There are a few companies that sell this part.
There is a downshift anytime more than I think its 1/2 oe 3/4 throttle is seen. So its almost impossible to cruise in 4th at high speeds unless the tranny downshifts. See Superior, B&M or TCI for the part. Called a Upshift sleeve or something like that. Dana at ProBuilt may also sell it.
I think that is what RBob was speaking of.

GM part # 8673948. Called a b-body repair kit. Allows full throttle in 4th without the trans shifting back into 3rd. My understanding is that it applies to mid 87 and newer valve bodies. I have direct experience with it used in late 80's/90-91 transmissions.

Re: how to make 700 shift past 4k at wot
I'm thinking that this part has been discontinued. Which would explain why the part number doesn't show up.
There is another method of obtaining WOT 4th. It involves modifying the TV sleeve. Here is a link that shows how to do it:
http://www.joby.se/corvette/mods/2002-0X02_tranny_wot/
There are aftermarket sleeves to do this but the ones sold usually just increase the amount of throttle before the 4-3 down shift occurs. They still don't hold 4th at WOT. Which is really bad as the 4-3 shift can easily over-rev the engine.

That is most likely the b-body fix kit. Price is in the right area. Note that they don't have any in stock. Their search engine probably needs to set cookies on the searchee's PC. Which I have set up to not allow.
