The TV cable would be the first thing to check.

Wow thirdgen owners in greece and new zealand...

Anyways check your TV cable, and if thats not the problem, you might want to check your governor gear. I ahd the same problem, and I had a pretty lengthy post about it called "HELP --- My tranny blew". I don't know if the same problem applies to you, but you can take a look.

Try adjusting the cable firt. To adjust the TV Cable skip the book method and do this: Press the D button on the adjuster and loosen the cable setting. Now, have someone floor the gas pedal while you check to see if the throttle plate is open all the way. Usually they are off a little and will wiggle. Do whatever you have to do to get it open solid. Now, with the pedal floored, press the D button and pull the cable back as hard as you can and release the button. You now have the engine, tranny and gas pedal all in sync at WOT. Mark the cable so if for some reason it gets moved you can know where to put it again. The problem with the 'self adjust method' is that it bends things and puts them permanently out of whack. It is also the full TV setting, which is theoretically what the GM method does.

I emailed you twice, both were returned (fatal errors). Please email me with a new address if possible. Anyways here is the answer I emailed to you. Try adjusting the TV cable, it sounds like it is to tight, then the shifts will be late or you will have to let off the gas to make the shift. Use transfixleos adjustment on TV cable. If this does not change anything then you could have throttle valve problems in the valve body. This can be solved by installing the Trans-Go Shift Kit (box is green & white in color). This will fix the throttle valve sticking, shift timing problems, new accumulator springs (changes the firmness of the shift), new governor springs, etc. 1982-1987 700R4's had many problems, this kit fixes them!
Hope This Helps!!!
