Converter Clutch lockup?

Okay here is the problem. The converter clutch is engaging way to soon and is staying engaged when it should be disengaged. By the way this is in an 82 berlinetta with a 200c. What could be causing this it looks like it has a vacuum actuated engager(whatever you want to call it)for the converter clutch. Any ways it will engage any time you are in 3rd gear no matter what speed and it will stay engaged untill you're down below 20mph and the engine is around 400-500rpms then is will disengage.

PLEASE HELP this is very anoying?!!
