Governor Question???

Not too long ago I had my tranny rebuilt and my shift points are real low if I leave it in D. I just shift manually whenever I feel the need to go fast. I was told that this could be due to the governor, but could this also slow my car down any manually shifting?

What you've explained shouldn't effect manual shifts, in fact I like to set my governor to shift a little early at WOT for normal driving and shift it manually for higher rpm's when driving fast or racing.
