700r4 won't shift

the 700r4 with 170,000 mi on it won't shift out of 1st at WOT. I even tried it manually and it still wouldn't shift. I have read several related posts about this, but my tach never goes above 4,000 rpms. Even if i let off the gas it still won't shift. Any suggestions would be great.

If this happened all at once then the governor gear is stripped/broken. A few dollars for a new gear & labor & it can be fixed.
