Why isn't cooler circuit open when TCC isn't engaged?

Car: Used to be an '87 IROC
Engine: 5.7l TPI
Transmission: 700R4
Axle/Gears: 3:23?
Why isn't cooler circuit open when TCC isn't engaged?

Or, put another way, why is the cooler circuit open only when the TCC is engaged? Why isn't it open all the time? Can this feature be added?

Actually it is, it just goes through a different routing to get there.
