Why do they call a turbo 400 a "400"? What does the number 400 mean?

just wondering, how do you ban someone from a website?
would they be able to just get another screen name?
I think I may have been banned from a forum(non auto related) but I dont know, becuz I cannot acsess it, when I try and go there I get an error message. But I can go there from other computers.

 

You could at least make an effort at asking a question. I think this is how that other guy got kicked out.

i have no idea what the 400 stands for other than it's a series number in the TH line of some sort.
moderators can't ban anyone and i don't know enough about IP's and such to say how banning works, but it is possiable for someone to come back under a new name if they're banned and if they don't draw atention to their self stay here without problems. there is also a chance they will come back and get caught again and banned, usually with banning a IP they never come back.
