Is there a way to determine what the stall is of the TC?
A while ago, I had a tranny rebuild and the guy installed a NON-LU converter from what my Dad told me. Is there any way of finding out what the stall speed is of the TC?

The cheap way is to put your car in gear put your foot on the brake press the gas and see when according to the tach it starts to move the car.
Its not exact but its close.

just hold down your brake hard, and see how high you can get the rpms to go.
EDIT: i should add to do that in forward gear.
if you do that in neutral or park, it will redline obviously.

The brakes will never be able to hold the car back enough to tell you how much the converter will stall at. You can try and get the flash rpm but that's all.
The only way to determine what the converter stalls at is with a transbrake. The transbrake engages first and reverse at the same time locking the transmission. The engine rpms can then be brought up until the converter stalls (rpms won't go any higher). When the transbrake is released at the converter stall speed, the hydraulic pressure is dumped from the reverse curcuit and the car launches forward like dropping a clutch at high rpm with a manual transmission.
Since each car is different, the stall speeds are also different. A converter that stalls at 2400 in your car may stall at 2800 in mine.
The current converter in my car is rated at 3800 rpm. I can only hold the car with the brakes to about 2400 before it starts creeping forward and I can't hold it any more.
To my knowledge there are no transbrakes available for the 700R4. It's only been less than 10 years now that they were available for TH350's. The rest of the driveline needs to be beefed up to handle a transbrake. Stock GM u-joints and the tiny 7.5" diff "may" survive one high rpm hit.
I'm going to a TH400 with a transbrake this winter. A 9" diff and driveshaft with 1350 u-joints will complete the driveline.
