Found Tyrap in Valve body 700R4

Found Tyrap in Valve body 700R4

I had a Transgo SK700 installed in my low 59k mileage 89 Formula. After installation it felt like you were doing a neutral to low drop. Revs up high and then bang goes into gear. ASAP I dropped the pan and immediately smelled burnt black fluid in the pan not thrilled. On the right rear of valave body I noticed a small tyrap/ziptie holding a smalled spring style retainer. Looking at the drawings it looks like it was near the 1-2 shift valve and spring. Would this have been part of the procedure for installation of the kit but should have been removed?

I'm not aware of a tywrap being part of the procedure, but the service manual should tell you. It maybe that someone had tied the gov open?
