350 turbo and gov gear

Transmission: 700r4
Axle/Gears: 342
350 turbo and gov gear
the 350 turbo is in a stock 84 monte ss. anyways when the tranny tries to shift into third gear, it acts like it goes into nuetrul.
could this be the gov gear? i know on a 700r4 the gov gear wont let it shift into second gear. but what about a turbo 350?
