Its a 91 305 tbi. T5 transmission. Just wondering if something is missing?

Yup; cruise control cutoff for the clutch. In different years it was electric, vacuum, or both.
If you think about it, it would kinda suck for the motor to be straining its guts out, trying to maintain some preset vehicle speed, if the clutch was pushed, eh?
