Re: conveter locking up in low gears.

Mine did the same thing awhile back. I fought with it for months, and finally figured out the harness to the ALDL connector chafed through the mounting bracket and was grounding the TCC wire. I wrapped it in tape, and put a piece of vacuum line on the metal bracket to keep it from happening again. Hopefully you have the same easy fix...

The converter would lock as soon as the trans shifted into 2nd until I applied the brakes.

Nope, the Diagnostic link plug under the dash. Driver side, looks like this...

Take the two screws out, and see if the wiring is cut.

Re: conveter locking up in low gears.

That could do it for sure. Depends on what speed lockup is set for in the chip, but usually around 40mph.
The correct speedo gears are a good place to start.

Re: conveter locking up in low gears.

A 700R4 can lock up in 2nd, 3rd, and 4th. Can't in 1st due to how the valve body snail-trails are designed. When it locks is up to the ECM, or if no ECM, how it is wired.

Then it is up to the ECM as to when the TCC locks. And it will be different between 2/3 and 4th (OD). as the ECM switches to a different set of tables for 4th gear.

The VSS being off very well may be the problem. The vehicle speed is a major input to the ECM TCC routines.
