i was wondering how could i make my 700r4 shift at a same exact point everytime im looking to get it to shift at 2000 rpm everytime at part throttle and at 6000 rpm when i go full open throttle Supreme Member

There is only one adjustment for the TV cable - the RIGHT one.
You cannot make a 700R4 shift when you want - it needs to shift when it NEEDS. You screw with TV cable adjustments and you'll fry the tranny altogether.

The TV line pressure and governor line pressure constantly battle it out, to determine which gear the tranny should be in. TV pressure increases with your foot, and says shift down. Governor pressure increase with road speed, and says shift up.
TV pressure also helps determine how much pressure is applied to clutches, band servo etc so they don't slip too much, but also don't crash in. Ie shift quality. It will affect shift points, but at the expense of the tranny's life if set improperly. As said above, there is only one correct setting.
That leaves you with the governor to play with, to affect shift points. Never done it myself, but you can play with springs and weights supplied in a kit like this:
