No UPSHIFT at WOT

Car: 1985 IROC
Engine: 305 TPI
Transmission: 700R4
No UPSHIFT at WOT
The car has 30K miles 700r4, Set the way GM sets it.
When I first got it it had sluggish shifts etc. I reset the the TV cable as prescribed and my shift points were exact at 5500 rpm at WOT etc.
Going home tonight It is as if the Valve itself is stuck. It will not shift up at WOT and part throttle is at 4000+.
tranny fluid is perfect, not burned etc.
Any ideas?
