Downshift only at WOT

I recently had a rebuilt transmission put in my GTA (originally from a '92 GMC van). It shifts fine and all, but I notice at cruising speed (55-60mph) it'll only downshift if I completely floor it. There's times when passing when I don't need WOT, but the transmission staying in 4th makes it feel kinda sluggish. Shouldn't it downshift at 3/4 throttle?

I already adjusted the TV cable per the instructions. Any ideas?

Sounds like maybe a torque converter lockup issue - or maybe not an issue but just how it is supposed to be - I dont remember about stock (mines been modded to a manual switch now for years since I went carbed) - but when I have mine locked manually, it will only let go at WOT at those speeds - thus I just unlock mine if I need that much get up and go.

Yeah, it sure does make it feel sluggish. I wonder if an aftermarket chip could remedy this?
