9 Bolt BW Rear Axle bearings dilema

Went to change out my rear axle bearings on my 9 bolt BW. When I pulled both axles, (One at a time), I noticed the bearing races were not pressed in the axle housing. With a little force by hand, they actually came out with ease. I thought I would need a puller. I never heard any grinding while driving as I just had a seal that was leaking. I placed the new bearing races in the housing just to check for fit and they slipped in with not much force as well.
I thought bearing races were to be pressed in. Now I'm stumped on what to do. Shall I somehow stake them in place or apply high strength loctite to the outer surface of the bearing race before I place them in ? Or is this was how it was designed ? I can't imagine having the race turn in the axle housing.

Any recommendations appreciated....

Nope thats how they are. 9 bolts are better than 10 bolts in that the bearings do not ride on the actual axle and are pressed onto the axle instead. When you bolt the backing plates on it will suck everything in tight and that bearing race is not going anywhere.
