Help! Torque converter noise

Help! Torque converter noise

Installed new 350 L31 block and torque converter. Have not started engine yet but can hear a ticking noise in the bell housing while pushing the car in neutral. The flywheel and torque converter can't be spinning when pushing in neutral. Im wondering if the tc is not seated. Has anybody run into this?

With the rear lifted, by rotating the rear wheel in neutral, you hear a clicking sound from the bell housing.
Thats the sound of speed sensor, so no problem.

I am thinking it's just the tc spinning inside without fluid because i haven't added any yet. I will wait until i fire up the motor before diagnosing any further
