New 84 Z28 owner Overdrive Issue
Just bought a real solid 84 Z28 with a 305 w/ edelbrock intake, carburetor not sure on size. Guy said it has a shift kit in it. I was driving it home today, and going 70 it was running bout 4,500rpm, and didn't seem like it was going into overdrive. I'm not too sure with mechanics as I am a body man. I was wondering anyone has a clue with this or know more with these please let me know. It's a 700r4.

Sounds like your tach is broke, like these always are.
They break by reading high.
I have one that reads 3 times what the actual engine RPM is. I've heard of plenty that read even higher than that.
Pay attention to the shifting of the transmission during a moderate, sort of normal-ish acceleration from a dead stop to about 50 mph, that takes about 10 - 12 seconds. From a stop, it should shift twice (1 -> 2, 2 -> 3); the torque converter clutch should apply; then it should shift one more time (3 -> 4).

Is the engine "screaming" at 70 mph? If it is, then you are not getting overdrive or maybe even drive. If is not, then the tachometer is not working correctly. Does it have three shifts? Start off in "1", then manually shift it to "2", then manually shift it to "3", then manually shift it to "4". Move the shift lever at 3,000 rpm when you do this, and not a lot of throttle but enough to get to the next gear. If you get all three shifts, then you know the transmission is possibly working ok.
