Not shifting

Okay, my car has a bit of a problem shifting. During light throttle applications its fine but any "heavy footed" degree of throttle throws it way off. Correct me if im wrong but isnt the shift point at about 4500 rpms. Well, my car has been known to go well over 6000 rpms if im not careful. Ive adjusted the tv cable according to recomendations provided on this board and ive changed my transmission fluid and filter and still i havent seen any change in the shifting. Any help would be nice because right now i have to be real tender on the throttle, and thats just not what a camaro was built for. Thanks! BTW, its a 91 RS with a 5.0 TBI engine.

Is that WOT point on one shift or all? If it is one then probably it is just that friction going out. For example, if it is on the 1-2 shift, the band could be burned or on the 2-3, the 3-4's. If it is on more than one then I would suspect that either the Forwards, which are on in more than one gear ar failing or perhaps you have a clibration problem or a defective Governor. Check the oil level and condition. If it is dark (hard to tell now that you changed it) or has a bad odor to it then suspect that frictions are burnt. If it really seems OK or you can't decide then pop the Governor out (on the drivers side, under the rounded tin cover. Inspect the nails that the weights pivot on and look to see if there is a step worn in it. Also, look to see what the valve does as you move the weights in and out as you hold it up by the plastic gear. It should move freely and NEVER stick. next see waht one youy have. If you have the wrong one in there (was tranny even changed?) it could be calibrated too high. I would espect to use one with an 'E' on the weights in your car.
