TH350 won't drive

Alight if this has been addressed before please point me in the right direction. I finally got my 84 Z28 put back together. It has a rebuilt TH350 with a Summit rebuilt torque converter. When I put it into drive, reverse, 1st, or 2nd the tires don't spin. I got the rear wheels to drive on jack stands then set the car on the ground and nothing, fluid level is good. Back on the jack stands now the wheels don't drive. The guy I got the rebuilt transmission from has 20 plus years experience rebuilding transmissions so I'm thinking that probably isn't the issue. What I'm wondering is if it takes time for everything in transmission to pressurize? If it does how long should I run it for and at what RPM?

Thanks,
