Horse shoe shim

Anyone familiar with this shim in the 3-4 valve train? First time for me. OEM or part of a shift kit?

Not OEM...

Was the Shim/ "horse shoe" placed in the Sleeve for the 3-4 Throttle-Valve?

Negative, it came out the way it's on the pic. Got this answer elsewhere:

It's not a shim. It's a retainer to hold the valve in the bushing during assembly.

So somebody did a lousy job leaving it in there and in the wrong spot.
