There is a tool for getting those off. It's a socket that is tapered instead of hexed, it is pounded on with a hammer and causes a type of press fit on the lug nut. The lug nut can then be removed as normal. Any decent tire shop should have one of these.

You could also try another removal method... worked for me when my damn lock key stripped in the middle of BumFck, NJ. I tightened the other four lugnuts on HARD... "super hard". That released the load on the locked lug. I used a pair of channel locks (in case someone doesn't know, the adjustable pliers) that I happened to have in my car on the locking lugnut, and it spun right off.
Then I threw that cheapass Rally locking lugnut so far into the woods that I hurt my shoulder. Surprised the hell out of my friend.. the whole time I was talking about going back to Pep Boys and raising hell about their cheap lug sets. It felt much better to hurl that thing through the treetops!
