why can't u get the pulley off?

All I had to do and all you should need to do is take the bolts out of the pulley and if the pulley still doesn't want to move introduce him to Mr. Rubber Mallet. Don't kill the thing, but i nice whack did the trick for me.

I don't know about the power steering as when I replaced my water pump, the engine was out and the PS wasn't still bolted on

Why are you taking the pulley off the power steering pump? Take the whole power steering pump, including the bracket, off of the car. Should be a 7mm bolt holding the bracket to the front of the water pump, and I think the other bolts holding the p/s bracket to the engine are 13mm in the front, 15mm in the back.

There's no need to pull the p/s pump pulley. To do so, you need a p/s pump puller/installer set, like this one:

That's from http://www.toolparadise.com , type in "power steering puller" into the search box on the RIGHT, and click "GO". But don't make extra work or spend extra cash for something that you don't need to do... like Damien said, he changed the water pump when the power steering was completely off the car.

I hope I explained it right... leave the bracket connected to the p/s pump, but unbolt the bracket from the engine.
