Just pull out the computer and you'll know. It's located on the passenger side under the dash. 3 screws hold on the black cover over it, then there are 2 7mm screws (I think) that hold the actual computer into the car. Once you have that out you can drop down the computer and disconnect the plugs.
I would disconnect the battery before disconnecting the computer just as a safe measure. Once you have the computer unplugged you can take it elsewhere and open it up to see what chip if anything besides the stock one, is in it.
Edit: Welcome back!

Hey, you took a picture of my car
j/k. Looks just like mine.
wwasem appears to be quite accurate on the chip.
Anything else needed to fix up, your on the right board.

As for getting the ECM out follow what WWasem posted about the hush panel. Then the ECM itself is not bolted in.
Grab the bottom of the ECM and push it toward the front of the car, you will hear velcro letting go. Once clear then side it down and out.
Don't disconnet the battery or ECM unless you feel like doing an idle learn (more important on auto equip'd cars).
You can leave the ECM on the floor and remove the small over (2 hex head screws). Then get the BCC code (4 letters) or aftermarket name(s) off of the chip under the blue cover.

Once the screws are removed the ECU comes out just as you stated.
Edit: Thank you for noting "Don't disconnet the battery or ECM unless you feel like doing an idle learn (more important on auto equip'd cars)." I forgot to mention that, I disconnected both so that everything would be reset.

No offense RBob, but his will be screwed in, I have a 1990 with a 3.1L and the computer has two screws that hold it in from the bottom, so I'm quite sure that his will as well. Older years didn't have the screws in the bottom.
I think Nitrous would be the only real way to hop the 3.1 up. I know little things if you can make them work. The Fiero got a better intake and heads than the camaro for example.
Might be able to find some perfromance pulleys.
As for nitrous there is a guy on the Fiero forum running 12's with a 2.8 and nitrous. I belive his engine is mostly stock. Remember the Fiero is only about 2600lbs though. This is about 1000 lbs lighter than a 3rd gen.
