fuel pump on an '88 SC isn't working

I wanted to check something by you fuel injection veterans about these electric fuel pumps. The one on my 88 Camaro is not operating, and the fuse is good. When I turn the key, I hear nothing kick on from the tank...there may be no gas left in the tank, I just bought the car a week ago and the guage shows about empty(it's the little guage, car has a tach). Is it possible that the pump won't kick on if the car's tank is empty, or won't kick on until the engine is running and the fuel pressure drops?(this is the way the FI system works on my BMW, don't know if FI Camaros used the same idea). Thanks.

Before you drop the tank, make sure you get +12 at the fuel pump connector, at the back of the car. The connector's waaaay up there above the rear axle.

I'll check for voltage just to be safe, but I'm not dropping the tank on this car, it's not worth it. I'll just get a suitable inline pump from Napa and splice it in. I know it's not the best way to do it, but the body on this car is in ROUGH shape and I just want to get the thing running so I can move it around the yard while I decide if I am going to start parting it out or sell it once it's drivable again.

Which fuse did you check, the one under the dash or the one located near the battery?

Almost all in-tanks fuel pumps when they go bad you can bang on the bottom of the tank with a rubber hammer, it will usually turn-on to get you home. Can't hurt to try...
