deceleration valve

How do you know if your deceleration valve is bad? If so, how do you fix it? Sorry for such vague questions, but i've noticed that lately when I get off the gas to step on the clutch, my engine makes a "clunk" sound like air in a tube or something, and I read what Camaro_Junkie wrote in another post and was wondering if the noise is caused by this valve. Any help is appreciated. Thanks.
