Mystery object connected to throttle

Forgive my ignorance, while my 1989 2.8L firebird is certainly not my first car, I am always learning and I tend to learn mostly when something isn't working right. Thats not the case here (I don't think), just curious.

What is the device in front of the brake fluid resevoir on the driver side of the engine compartment? It is attached to the gas pedal in some fashion via the throttle linkage. Mine is a bit loose and doesn't move right away (until about 1/8 throttle). What is that devices function, and is it normal for it to not immediately engage with slight throttle?

can you squeeze it and make an air whooshing sound? if so i say you are looking at cruise control.
