Water in exaust and carbon fouled Plugs

What exactly can be done about a car that seems to be burning more gas then is needed? I been having a hard time with this thing lately. Everything in the engine is new or rebuilt except the actual stator in the distributor, and ignition coil. when I put the spark plugs in it I had not set the timeing yet. but it is running exceptable now. Im just being picky I guess, after a minor overhaul you kinda expect it to be flawless.
The contact points of the spark plugs after I pulled it out is clean, but the the rest is covered.

The water in the exaust also torubles me. I don't know about now, but before the minor overhaul, The car would poof out one puff of white smoke, but I do not ever remember seeing water. Doesn't smell like anti freeze or anything like that. just bothers me a bit.

also with a new Oil pump is it normal for the pressure to be very high with 10w30 at summer? At idle its holding steady at 60. Before I road test this thing again, should I drain it and go with 5w30?

dont know about the rest but water in the exhaust is normal(condensation) until the pipes get hot, if its just when the car is cold or has set for a while it is just that. any water leakage from the engine would just come out as steam cause if there was enough of a leak to allow enough water down the exhaust port you would have one major case of hydrolock.

I can retard my timing to like 0* base and advance it to like 20* and it will run fine but will not perform its best.

Spark Plug Diagnosis
Look at that and see which one it is.

I dont have enough gas in it to run it for very long. after I get my plates this coming monday I'll be doing road tests so well see if the water goes away.

as far as the spark plugs, the cloesest thing to it is the carbon fouled ones ones that chart calls Dry Foul.But the contact surface on mine is clean. Im going to take all the plugs out, and clean them again, and see if maybe it was just fouled when the timeing wasn't set right when I first started it and see if they get refouled or not.
