Harmonic Balancer - 92 3.1L V6

My harmonic balancer appears to have a metal sleeve over it where the oil seal from the timing chain cover rides. The sleeve has what appear to be several wear type grooves (unless they are supposed to be there)... Is this a replaceable sleeve?? If so, how do you get them off and the new ones back on???

if its what I'm thinking, it shouldnt be there. It should be pressed into the timing cover.

I was checking the parts sites and they list a Harmonic Balancer Repair Sleeve but they also list a Timing Cover Repair Sleeve??? It appears to be a press fit to the balancer though...
