Enging will not hold idle and low vacuum?

Enging will not hold idle and low vacuum?
hey i just got done an engine swap and i went from 2.8 to 3.1 and the car will not hold an idle. it starts up and revs to 2500rpm on average but when it settles down, it just drops off
i can keep taping the throttle and it will stay awake but when i hit the pedal it doesnt seems like it has a delayed reaction almost. when i tap the pedal really fast it is more responsive and i can keep it in a close rpm range.
i checked all the vac hoses and replaced most of them
i put a plate over the EGR to intake connection to eliminate that
when i plugged a vac gauge into the manifold vacuum port?(PCV valve plugs into it) i got a late valve timing reading
if any of you guys have ANY input that would be awesome

i know no one replied to this but i solved my problems lol. if anyone has the same issue. i was assuming that the timing was off enough to let a vacuum leak internally but it turned out that since i have an 87 car and i used the 3.1 harness that the vats needed to send a signal to the ecm to keep the injectors working. i figured that it didnt matter since i didnt have a VATS setup but at the time i didnt know exactly how it functioned soo i ordered a bypass module and everything is running perfect.
