Tensioner not moving

Engine: 3.1 V6 STOCK
Transmission: AUTO 700R4
Axle/Gears: 3.73
Tensioner not moving
Doesn't the tensioner supposed to move a little when it's workin?..put a 91 1/2 belt to delete smog pump and i noticed the tensioner just stays in one place,no movement at all,plus i hear a slight roar(maybe new belt?) or alternator..please help..oh btw..its a 92 rs 3.1
