question about vaccum lines

question about vaccum lines
The line at the back of the manifold holds vaccum fine.
The brake booster line holds vaccum
The 2 lines at the back of the throttle body don't. One goes to the pressure regulator, the other to the vac regulator valve, and then to the EGR and other stuff.
The EGR, charcoal canistor, etc, all hold vaccum, but the regulator valve isn't.
Am I supposed to have steady vaccum from those two lines and the valve?
Picked up another ECM and the end of the harness. Mine's a mess after all the re-pinning and wire splicing trying to do the 165 swap. I'm going to cut it off and solder the new one in place.
Yeah, I'm starting to grasp at anything. The coil is MSD and isn't very old, a new module didn't help, and I don't see how the reluctor fins could have moved, and TDC compression on no.1 lines up with 0* on the balancer.

ASAIK the vacuum should be steady, its possible the lines themselves are shot.

The pressure regulator is makes me wonder. I'm not getting fuel coming out of it, not really getting the smell even, yet it won't hold any vaccum. Maybe the line really is bad.
That little puff of what I guess was fuel vapor out of the back of the TB still makes me wonder about a timing issue. Also the way it cranks. (r-r-r-r...r...r)
All I can do is make sure the vaccum system is good, get the wiring harness and ecm replaced, and try to make sure the distributor is ok. Compression check too. I'd like to run it just enough to warm the block up before I do that.
After that, I don't know......get a whole new ignition system and maybe a top-end from junkyards or parts stores. And look at the camshaft while I have all that apart.
Check the cat too I guess? I did seem to get a cloud of smoke coming up from down lower on the headers. Drivers side. Didn't really see the passengers side.
