can a Tach be out of calibration?
the RS V6 I got yesterday does something odd. When I shift (very conservative, no hot rodding) the RPM's almost get to the yellow area, and when going 60-65, the tach is between 3250 and 3500. The engine doesn't SOUND like it's revving that high
can these things be off?

Long answer: There are 2 primary causes for this... The first is age. There can be interference on one of the ignition module's circuits that can "create" reference pulses on the line, creating a false signal to the tach. About the only way to verify this is to physically look at the ECM's reported engine speed.
If you have a T5 (and it sounds like you do), and you have the standard rear end gear that was given to the V6 (3.42 as reported by the TGO 1992 data page), you should be running around 2030 RPM at 60 MPH.

Short answer: Yes, the tach can be off.

I'snt there a resistor on the circuit board that loses its value with age? I an article somewhere on hear on how to find the value. I have to look for it again.
